Tradewind Recruitment are currently recruiting for a Benefits and Housing Needs Team manager for Hackney Council.

Service Delivery relating to Benefits and Housing Needs including the assessment of Housing Benefit and Council Tax Reduction and related appeals; discretionary payments; welfare reform; homeless prevention and the provision of housing advice; homeless assessments and reviews; the Council's Housing Register; Lettings and the allocation of social housing and related initiatives; Housing supply and procurement; the management and maintenance of temporary accommodation and associated financial monitoring, payments and income collection; complaints, Member enquiries and FOIs.

The management of up to 15 members of staff, including remote workers and those based off-site, and oversight responsibility for agency staff and those from partner services

Main duties:

  • To have the overall management responsibility for a designated team of officers, providing a range of benefits and housing needs functions as specified by the Operations Manager and in accordance with the Revenues and Benefits business plan and the Benefits and Housing Needs service plan
  • To deliver an efficient, high quality and customer-focussed service for a diverse client group including high numbers of vulnerable and disadvantaged household
  • To promote and maintain a culture of robust performance management, focussing the efforts of staff on the achievement of specified targets and objectives and making best use of available resources
  • To report to the designated Operations Manager/s and in their absence to participate with other team leaders in deputising arrangements in order to maintain service delivery and quality
  • To work co-operatively across the Benefits and Housing Needs Service to promote an effective, efficient and holistic service to residents in the borough

Knowledge, Skills and Experience:

Extensive knowledge of at least one of the following disciplines:

    • Homeless assessments and reviews;
    • Homeless prevention and housing advice;
    • Temporary Accommodation management, maintenance, income collection and financial monitoring and payments;
    • Housing Supply and procurement;
    • Lettings, Allocations and the Housing Register;
    • Housing Benefit and Council Tax Reduction schemes;
    • Discretionary payments and Local Welfare Support;

And the legislation, regulations, policy, guidance, and practice associated with these disciplines.

  • Experience of managing teams responsible for delivering some or all of the functions of the Benefits and Housing Needs Service
  • Recent local authority experience is a must
