Tradewid Recruitment Social Care are currently recruiting for a Brokerage Resource Officer for the Children and Families Team in Sussex on the South Coast.

Role:

Ensure that services delivered to children and young people with SEN and Disabilities and adults with learning disabilities are person-centered, outcome focused, inclusive, offer value for money, and promote a sustainable and diverse market.

Principal Accountabilities:
  • Provide a duty service to identify appropriate placements and services for those who are supported by the Learning Disability Lifetime Pathway
  • using in-house and independent providers of residential, foster care, accommodation and support services, schools, colleges, and adult education, as referred.
  • Under the guidance of a senior worker or Manager, to hold a caseload of service providers and monitor them and obtain guidance for those cases that are difficult to provide for and/or come at a high tariff.
  • Assist the Senior Broker to provide support and collaborate with providers to ensure effective and good quality services that promote and adhere to effective care and protection in line with the statutory guidance and minimum standards.
  • Assist the Senior Broker to undertake reviews of individual services and packages of care and measure against outcomes, stepping services down as appropriate.
  • Provide appropriate level of support and advice to local authority colleagues, particularly referring fieldwork teams in relation to best use of resources and to critically appraise the requests from referring workers.
  • Share information with other professionals and stakeholders in the pursuance of securing the best options for people referred for services.
  • Such information may include feedback to Panel’s, review, and tribunal boards.
  • Engage stakeholder to develop a vision of preferred lifestyle and find solutions to meet their requirements and needs in line with the social work model of practice.
  • Negotiate fees for individual placements and ensure that in-house and block purchased resources are used effectively, that voids are tracked and monitored ensuring value for money
  • Engage in relationship management with key providers to enhance positive working practices and development and growth of services.
  • Ensure that all national minimum standards are met by providers and where they aren’t, refer to the Senior Broker for further action and respond to all complaints in respect of any provider
  • Provide information and advice to the high-cost placements/service in line with the High Cost High Need Panel process and take a role in renegotiating services/fees accordingly.
  • Assist other staff in interpreting Conditions of Contract and resolving disputes
  • Work closely with colleagues in Health and Adult Social Care commissioning team and the Children’s Placement Team
Experience:
  • Educated to A Level or equivalent or equivalent experience
  • Knowledge of services and issues that impact on people with a disability
  • Good knowledge and understanding of children’s and adults social care policy, care pathways, legislation, national performance frameworks in adult and children’s
  • social care and the Care standards Act 2000
  • Knowledge of Ofsted, CQC regulations and monitoring framework
  • Knowledge of Safeguarding Vulnerable children and adults’ procedures and Complaints’ procedures
  • Knowledge of procurement theory and practices, contracting techniques and how to achieve ‘Best Value’.
  • Good experience of working with children and/or adults with disabilities
  • Experience of working in partnership with providers of education and social care for people with disabilities
  • Experience of safeguarding vulnerable children and adults
  • Good verbal & written/report writing skills, including ability to communicate effectively with care providers,the community & voluntary sector, users of children’s
  • and adult social care services and their families /carers
