Contracts Monitoring & Support Officer

The main purpose of the role is to provide support to the Contracts Team, primarily the Parking Task Force Manager (PTFM) in co-ordinating joint activities with services across the Council. Promoting the ‘one service’ and Service First vision, and continuous improvement for enhancing service delivery and performance.

Main duties:

  • To assist in developing and maintaining effective communications where necessary, liaison and working relationships, both internally and externally, by directly employed staff and external resources, client officers, community and business partners, relevant organisations and individuals, so as to ensure maximum effectiveness of the services delivered by the group
  • To assist the PTFM in the management of the Ambassadorial scheme designed to utilise parking resources to identify and report street defects, reporting and monitoring of defects ensuring timely action
  • To assist the PTFM in working with the wider community, the Councils Community Safety Team, other transport and mobility agencies in reducing crime, providing enforcement guidance while promoting parking service objectives
  • To assist the Parking Enforcement Operations Manager (PEOM) and the Business Improvement & Development Team (BIDT) in the administration and performance monitoring across the suite of parking services’ key contracts; On-street, Off-Street, Pound and Removals, CCTV Parking Enforcement, Moving Traffic Enforcement and Hackney Homes
  • To collate, maintain and report accurate and meaningful contractor performance information, tracking actual against planned performance on a timely basis and identifying variations along with recommendations for remedial action/improvement and ensure information is properly reported, shared and acted upon by Parking Services, Contractors and other affected parties
  • To establish, maintain and enhance quality systems, processes and procedures in line with the Council’s auditor’s requirements for the full reconciliation of invoices this includes managing all invoice payments in excess of £300K per month, reconciling payments on CEDAR
  • To regularly monitor operational spend against operational contracts and budgets, performance indicators and quality targets to ensure the team meets its agreed objectives
  • To support the Training Manager by organising and administrating contract-related training and any related annual training plans, producing statistical reports to assist with the evaluation of training
  • Maintain/collate and review regular statistical performance/financial/budgetary reports and data, investigating discrepancies/variations as required and taking personal responsibility for their accuracy
  • To be the key contact person for the team filtering and directing a range of enquiries, complaints and day to day work issues (some which may be complex and contentious)

Job requirements:
All applicants must have a minimum of 2 years current experience working in the same role within a Local Authority
