Tradewind Social Care Recruitment are working along side St Albans County Council for the recruitment of a Finance Analyst. This is a contract role, to start immedaitely, initally for 3 months but will be reviewed.


Job Purpose:

To provide financial planning, monthly reporting and other financial support services for designated Frontline Council and Support services delivered by the Council Reports into Business Partnering Manager and works with Senior Managers and Councillors.


  • Responsible for accounting, budgeting and reporting arrangements for assigned areas of the Council's Revenue Spend and Capital Schemes -
  1. Producing monthly management reports and variance analysis
  2. Reviewing the Full Year Forecast with Budget Mangers and revising as neede
  3. Supporting Service Managers and Heads of Service to provide action
  4. oriented commentary in Chief Executive's monthly Board report
  5. Highlighting risk of overspend and income shortfalls to avoid financial problems going undetected
  6. Providing financial information, analysis and recommendations to areas in order to enable management to make financially sound business decisions
  • Support the Finance Manager (Systems and Controls) and the Team Leader Controls in the preparation of the Statutory Accounts by preparing Year End working papers for assigned and other areas, and assisting with audit questions
  • Producing financial analysis for inclusion in management reports to different user groups - Budget Managers; Corporate Management Team; Cabinet; and Overview and Scrutiny Committees in accordance with agreed timescales
  • Support the development and implementation of systems, procedures and information processes in order to improve the level of financial support provided to the council
  • Carry out systematic bench-marking of council services and operations against other service providers, other councils and key performance indicators in order to inform managers and drive up council performance. Using this knowledge to provide proactive advice and guidance to managers on how best to handle their financial activities.


  • Educated to degree or evidence of degree level ability of education through work experience and relevant experience of working in a financial services environment
  • CIMA Certificate in Business Accounting, AAT Level 4 or equivalent professional qualification
  • Evidence of continuous professional development


  • Very strong knowledge of Microsoft Excel and good knowledge of Word and other MS Office products
  • Up to date and working knowledge - relevant legislation, regulations, standards - core disciplines of work area including medium- and long-term planning, budget preparation and budget monitoring, and variance analysis
  • Knowledge and understanding of:
  1. functions of local government
  2. major issues and challenges facing specific work area
  3. contract management
  4. project working
  5. risk management
  6. financial databases and systems
  7. Commitment to and clear understanding of equal opportunities
  8. Understanding of health and safety issues relevant to work area
  • Able to produce reports, spreadsheets and other financial documents that are accurate, easy to understand and well laid out, so that non experts can use them easily


  • Experienced in producing accurate management accounts reports and reforecasts in a timely manner
  • Experienced in collecting data from a range of sources and analyzing quickly to provide actionable options to improve financials, service or processes
  • Proven track record of providing helpful expert advice and recommended service improvements to a wide range of colleagues including senior managers and teams
  • Skilled in working with customers to interpret questions asked into relevant analysis to deliver financial improvements to the services
  • Very comfortable working within a matrix environment and managing multiple deadlines
  • Experienced at tracking overspends and underspends and taking proactive steps to ensure that management are aware and relevant actions are taken in response
  • Experience gained working in Local Government
  • Participation in Year End Routines and confident communicating with Financial Accounting colleagues and External and Internal Audit
