Purpose of Job: To be responsible to the Head of Youth Offending Service for: i) To provide strong and effective leadership across the service and manage a team of staff to deliver good quality services that secure positive outcomes for children and young people, victims and other key stakeholders. ii) To provide leadership across the service on the design, implementation, monitoring and review of a comprehensive performance management and quality improvement process; integrated early help, youth and children's social care services for children and young people, and for effectively risk managing individuals whose behaviour poses a danger to others. Manages up to 5 directly managed staff. Manages up to 4 indirectly managed staff. Main Duties 1. To ensure the development of effective relationships within the service and with other individuals, groups and agencies working towards the objectives of the prevention of youth offending and the safety of the community within an environment that promotes mutual respect, good professional behaviour and a good quality service to reduce crime. 2. Promote and sustain positive working relationships based on mutual respect and positive professional behaviour that is focused on the needs of children, young people, victims and a safer community. 3. To take responsibility for one or more of the following areas:  In liaison with the MAPPA Chair, ensure that the YOS fulfils its statutory responsibility in the identification, screening and managing of high risk offenders in the community. Ensuring that all staff are sufficiently skilled to identify MAPPA eligible cases and that the service is kept informed of legislative changes in public protection.  Project development and management as directed by the Youth Offending Service Manager.  The development of case planning, service provision and reviews, identifying and addressing the needs of individual young people within delegated budgets. Final YOS Re-Org 2018  YOS data analysis and reporting (in liaison with the Commissioning for Outcomes Division). To inform managers and staff on the profile and needs of the young people with whom the YOS works and to use data analysis and intelligence to inform intervention programmes and deployment of resources.  ICT applications. In liaison with the Commissioning for Outcomes Division ensure the development, management and maintenance of all ICT applications to achieve the full implementation of quality improvement systems, including specifically the YOS case management/data systems.  Monitoring the performance and quality of services commissioned out to providers, in liaison with the Commissioning for Outcomes Division.  Devising and implementing mechanisms to monitor and increase young people's compliance on statutory orders.  Designing, implementing, monitoring and reviewing a quality improvement framework to ensure that assessments and interventions on/with young people are delivered to the highest standards, as set out by the Ministry of justice/Youth Justice Board.  Ensuring processes in which young people and their parents can be directly involved in the assessment, planning and intervention process for their individual interventions and in feedback on service delivery to contribute to service wide evaluation and development of the Youth Offending Service.  Overseeing the provision of effective and fully evaluated intervention programmes which take into account the assessment of risk and criminogenic factors to ensure that programmes are restorative in nature, taking into account the needs of victims, the community and key stakeholders, thus contributing to the reduction in offending behaviour.  Ensuring staff receive the necessary training and mentoring to enable them to accurately contribute to and use caseload and other data.  Working with the safer Greenwich Partnership and Commissioning for Outcomes on the sharing of intelligence and data to identify and target co-ordinated interventions at young people who are at risk of engaging in group offending. 4. To provide professional guidance and line management to a team of Team Leaders, area leads and some specialist staff to ensure that there is consistent case management and supervision of high risk and complex cases, that adheres to the standards set within the revised YJB national standards and internal quality assurance framework. To ensure the welfare of the children and young people is promoted and the safeguarding responsibilities are understood and discharged. 5. To consistently and robustly quality assure the work of operational staff in line with local and national standards to ensure effective outcomes and ensure that all information on agreed databases is accurate and up to date. 6. To provide vision, innovation and effective leadership for the service, working to the service's primary focus, the outcomes to be achieved, and the standards to be adhered to and to encourage innovation and creativity in the team to achieve these aims and objectives.
