Reporting to the Director of Housing Needs & Transformation, this role will be responsible for

the strategic Housing Solutions and Temporary Accommodation service.

Responsibility to manage and lead the Housing Solutions and Temporary Accommodation

Service. To act as the lead conduit between the operational response on the

ground and the strategic direction of the service towards a more inclusive and engaging

organisational culture which includes embedding in a robust Housing Solutions and

Temporary Accommodation Service to embrace the spirit of recent legislative

changes.

  • Strategic managerial responsibility for the teams delivering the Housing Solutions and Temporary Accommodation Service. Promote understanding of and adherence to the Council's core values by modelling appropriate behaviours to deliver high quality resident focused services and maintain highest standards of ethical conduct in line with the expectations of a local government office and to lead staff to adhere to such standards in order to uphold reputation of the Council.

  • To support the Senior Leadership Team to embed a culture that places residents first, adopts a can-do approach and focuses on communities and working locally and one that focuses on developing creative, innovative thinking, encouraging ideas from across teams, creatively working around new constraints and challenges with demonstrable capability of translating ideas into policy and practice

  • To co design and develop an innovative Housing Solutions and Temporary accommodation Service and that will anticipate and understand the needs of residents and translate them into solutions and outcomes through building, developing and maintaining effective working relationships with a wide range of stakeholders with integrity, credibility and influence to ensure delivery of a responsive service to residents is consistent.

  • To provide management support to the Housing Solutions and Temporary Accommodation Service, tasked with procuring and managing suitable accommodation for residents who present with a housing need. Responsible for the overall management of the allocated budget, authorising expenditure and providing management support to uphold decisions.

  • This includes strategic responsibility for developing and implementing borough's Temporary Allocations Service Plan, through close monitoring of performance against targets, producing performance reports, analysing trends to inform future housing solutions and temporary accommodation policy that is integrated with departmental priorities.

To manage allocated budgets for the service, delegated budgets and other resources, utilising them innovatively and creatively to deliver best outcomes for service users, ensuring effective balancing of risk and need, forecasting and monitoring projections to deliver the service within budget and to support the day to day management of resources related to delivery of the statutory functions.

  • To participate in all aspects of training and development as directed and to use all relevant learning opportunities to improve personal skills so as to improve effectiveness and efficiency of service delivery.

  • To support the Director of Housing of Housing Needs & Transformation to develop a performance-driven culture through accountability of lead officers allocating resources, managing risks, monitoring and providing leadership and inspiration to deliver service excellence.

  • To provide leadership to allocated teams of staff, managing, recruiting and developing teams, directly supervising a defined group of senior managers, and supervising the work of staff allocated to projects and programmes. Also, drive the development of staff, using coaching and other activities to support the development of team members, providing feedback to staff through appraisals.

  • To maintain an expert knowledge of government policy, proposals, directives and legislation relating to Housing Solutions and Temporary Accommodation Service. welfare reform, immigration, disability and other related areas, so as to ensure an effective interpretation of these matters and have overall responsibility for developing policies and procedures in response to forthcoming changes to legislation and statutory guidance.

  • To have overall responsibility for interpreting, briefing and making recommendations to the Director of Housing Needs & Transformation and Senior Management Team and Members in relation to policy changes and legislation relating to Housing, analysing the impact on service delivery.

  • To negotiate, influence and give advice to politicians, civil servants, senior managers and partner organisations and required to prepare Key Decision reports, attend Committee, Policy Board and chair management meetings as required.

  • To lead a responsive, fit for purpose service at all times by regular service reviews and service planning.

To uphold health and safety at work for all staff, observing Health and Safety policy and related procedures.
