  1. MAIN PURPOSE
    • The post holder will provide expert learning and development consultancy to the full range of managers within Merton council as part of the council's central learning and development function
    • The post holder will also be assist with the running of the council's apprenticeship and graduate training schemes - taking day to day responsibility for the management of these schemes
    • The post holder will commission and deliver learning and development activities for the organisation
    • As part of the learning and development team, help with leading the organisations approach to L&D
  2. MAIN DUTIES AND RESPONSIBILITIES
  • To deliver high quality advice to managers in Merton related to learning and development
  • To work within the L&D team, contributing to the development of an imaginative, creative and forward looking learning and development offer.
  • To work with managers in Merton to deliver the annual appraisal process
  • To have day to day responsibility for the apprenticeship and graduate development programmes - although line management of these roles will sit with the hiring managers
  • To design and commission a range of learning and development activities - ranging from courses that are to be provided to large groups of staff through to bespoke activities provided to single members of staff. On large commissioning exercises, liaise with the HR Contracts Manager
  • To contribute to the continuous development and maintenance of the processes that allow members of staff to sign up for learning and development courses and other activities
  • To engage proactively and professionally with a range of managers across the organisation - listening to their requirements and helping them to develop appropriate and innovative learning and development solutions.
  • To contribute to the production of high quality performance indicators and other management information to help the organisation manage its learning and development activity
  • To ensure that when commissioning learning and development activities that value for money is achieved for the organisation.
  • To deliver and commission learning and development for Members
  • To deliver organisational and departmental training needs analyses, to be derived from the appraisal process and other organisational work.
  • To develop, and be responsible for the delivery of, creative solutions for team development
  • To contribute to the development and maintenance of the council's learning and development IT solutions (with the exception of e-learning), ensuring that they are fit for purpose and that constantly reviewed.
  • Takes part in/leads on tendering exercises where appropriate where necessary under the guidance of the HR Contracts Manager
  • To deliver processes that ensure the delivery of statutory and compulsory training is delivered to the relevant officers.
  • To ensure that data is handled correctly in all of their work and to take responsibility for the appropriate storage and management of all HR data handled by them
  • To be a part of the L&D team - participating in cross divisional work and representing the

L&D elsewhere within HR and the wider organisation as required

  • To be responsible for their own personal development - taking the opportunities presented by the council and developing their own skills and experience where possible.
  • Support members of the HR management team on specific projects
  • Manage the day to day work and development of the Learning and Development Apprentice, reporting any issues with performance or attendance to the Head of Organisational Development and HR Strategy.
  • To do any other task identified by the Head of Organisational Development and HR Strategy and that is commensurate to the level of the role.
  • Ensure the proper storage and security of safeguarding of laptops, projectors and training aids.
  • Skills and KnowledgeExperience of delivering high quality learning and development consultancy to a large and diverse organisation
  • Experience of designing and commissioning learning and development activities and or carrying out training needs analyses
  • A skilled learning and development practitioner with a diverse L&D skillset
  • Ability to work in partnership with a wide range of different managers
  • Ability to understand learning requirements and to turn these into specifications that can then be used to commission from the market
  • A self-starter; able to work independently with limited supervision but also to play a role as part of a team to deliver collective outcomes.
  • Solutions and outcomes focussed - able to deliver for the business

Managerial and personal requirements

  • Good communication skills, both orally and in writing
  • Understanding of the principles of value for money and an ability to apply them in the delivery of learning and development
  • Clear understanding of ways in which the council's policy of equality in employment and service provision can be reflected in all aspects of work of the team
