Programme Support Officer - Bradford

We are currently recruiting for a Programme Support Officer to take on a 12 week ongoing contract with Bradford. The position requires candidates to be well organised, diligent and have experience of supporting projects and using project management techniques.

Duties

1. Actively assist the Programme Leads and Managers in delivery of the project (s) in line with the developed Business Case, within the project life cycle, with planned project reviews and with full consideration of political and internal priorities and constraints.


2. No direct managerial responsibilities but will co-ordinate the work of individuals, both internally within the Outcome and/or Department and external to the Department, assigned to Projects under their control.


3. Will deputise for the Programme Managers as required.


4. Will have access to highly confidential material, unauthorised disclosure of which could be embarrassing to the Council, prejudice contractual arrangements, or leave the Council vulnerable to legal action.


5. Create deliverable project plan and communication plan, considering all stakeholders, within the project definition / scope of work including resource, benefits, quality and risk management.


6. Assist with the management of a Programme budget taking full responsibility as required by the Programme Leads.


7. Assist with the creation and management of contracts/agreements as required (including procurement, legal, quality assurance, service level and work package agreements)


8. Assist with the development of project specifications, estimations, costs plans and other relevant project management techniques taking full responsibility as required by the Programme Leads.


9. To manage key inputs from other Council departments and partner organisations and ensure these are delivered to achieve the timely completion of the project.

Requirements

Demonstrate an understanding of the duties and responsibilities that underpins the work of the Children's Improvement Programme.

Demonstrate Project Management skills, including planning, business analysis, process testing, change implementation, organisation design, implementation and benefits management.
