We are currently seeking a Senior SEN Officer 0-25 to join the Education team in Swindon.

Job Purpose:

Manage the administration of requests and referrals for statutory assessment and to complete all statutory processes within agreed timescales. Management of all associated casework including the commissioning of packages to support placements and writing Statements of Special Educational Need for all pupils within the Borough 0 -25

Key Accountabilities:

· The management and monitoring of statements of special educational needs and from September 2014 Education, Health and Care (EHC plans) issued by the LA, and all administrative aspects of the assessment and review process. This includes working closely with the SEN Administrators to ensure all deadlines and timescales are met.

· To manage and prioritise own caseload associated with the Statutory Assessment process and being the Named Officer in the context of the Education Act 2001. This involves assessing the complexity of SEN Cases and authorizing actions accordingly.

· Draft and finalise EHC plans, ensuring these conform to the SEN Code of Practice and LA policy and to be an authorized signatory for EHC plans.

· To ensure that the legal timeframe of the administration of statutory referral, assessment and tracking processes is adhered to.

· Manage and monitor arrangements intended to ensure that the annual reviews of statements of special educational needs take place in line with statutory and other requirements; to ensure that these processes occur with the arrangements for pupils to transfer from the primary to secondary phase of their education; to ensure that appropriate inter agency liaison takes place in relation to the 14+/16+ review and transitional planning for students with special educational needs. (until the transition arrangements are complete)

· Support the transition of statements to EHC plans.


· Sound knowledge of education and the major current and anticipated issues for learners, schools, colleges and the Local Authority in relation to Special Educational Needs

· Good communication skills to be able to liaise, negotiate, mediate and respond to a wide audience including children and young people, parents, schools, Governors, SENCOs and Head Teachers

· Ability to build effective relationships and engage in partnership working with a range of customers including parents, their advocates, schools, LA colleagues and professionals

· Good written skills to write EHCPs taking all advice into consideration, to prepare Tribunal Case Statements and to produce a range of written correspondence

· Ability to work effectively within a team and contribute to the team ethos yet with the initiative to work independently, as required, and to support individuals, institutions and also organisations

· Ability to work effectively with conflicting demands and to deadlines

· Proficient use of IT systems and awareness of EMS to support the delivery of the service

· Experience of working within a special educational needs environment
