Purpose of Job: To be responsible to the Group Leader for: i) establishing effective practice and a range of service provision to prevent offending and reoffending by children and young people; ii) managing a multi-agency team which provides the required services outlined in the Youth Justice Plan for Royal Greenwich YOS, Youth Justice Board National Standards and guidelines and relevant legislation; iii) the delivery of interventions within the Youth Offending Service; that they are of high quality and secure good outcomes for children, young people and victims; Manages up to 6 directly managed staff. Main Duties: 1) To provide professional guidance and line management to a team of practitioners including social workers, secondees and volunteers ensuring consistent case management and supervision of cases. 2) To consistently and robustly quality assure the work of operational staff in line with local and national standards to ensure effective outcomes and ensure that all information on agreed databases is accurate and up to date. 3) To act as part of the management team and contribute to the effective delivery of its key strategic and operational objectives whilst ensuring that services are of high quality and responsive to children, young people and families. 4) To be the lead in one or more of the following areas:  The interface between YOS and the Commissioning Team for the identification of appropriate support packages and the collection and analysis of data to monitor contracts and improve performance where necessary.  The sustaining of external relationships that are key for the Youth Offending Service, including, Police, Probation Community Services, Health provision, Education, Housing, Early Help as part of an exit strategy for the YOS, 3rd sector, commissioned services and other local authority departments with responsibility for provision of services to a high risk cohort and the general management of risk and reputation.  Health and safety requirements and risk management of contracted services in relation to Unpaid Work and reparation projects.  The integration of services and agreement of pathways, in particular with Education, Early Help and Clinical Health.  Delegated decision making on behalf of the wider service and challenge to partners to improve and develop services and working practices in line with commissioning or contract requirements.  The development of restorative approaches including policy development and work with victims, reparation, Referral Order Panels, volunteers and group work.  The provision of effective and fully evaluated intervention programmes which take into account the assessment of risk and criminogenic factors.  Court and ISS development and practice.  Effective and purposeful risk management including MAPPA, high risk cases, county lines and exploitation.  The allocation of statutory cases and provide effective management oversight of staff time and other resources available to the service. 5) To participate in the management duty system, including providing management support to the Court Officer on Saturdays and bank holidays. 6) To work flexibly in line with the needs of the service which may include evening and occasional week-end work. 7) To be responsible for the service delivery of the team; to be accountable for work and compliance with required standards. 8) To manage a small caseload of complex cases, including completion of assessments and reports and the supervision of young people. 9) To monitor and report on service quality, outcomes and key performance indicators to senior management. 10) Ensure effective safeguarding responses are taken to protect and promote children's welfare. 11) To represent the Service, as required by the Head of Service, at operational partnership forums associated with: quality and performance, high risk young people including, serious youth violence and preparing reports. 12) To be responsible for developing the skills and competencies of staff and volunteers through supervision training and development, including the implementation of Royal Greenwich's appraisal and development system and learning development toolkit. To address any shortfalls in performance under Royal Greenwich procedures. 13) To achieve agreed service outcomes and outputs, and personal appraisal targets as agreed by the line manager. 14) To participate as appropriate in personnel activities, including recruitment, induction, employee relations, staff and volunteer training and development. 15) To adhere to the Code of Conduct of the General Social Care Council (applicable to social work qualified leaders). 16) To take responsibility in conjunction with the line manager for your professional development ensuring that knowledge, skills and competencies are up to date and relevant to the effective achievement of the key tasks identified by undertaking training and constructively taking part in meetings, supervision, seminars and other events designed to improve communication and assist with effective development. 17) To establish the trust and support of own immediate manager and to provide managers with the necessary information on which to make sound judgements. 18) To undertake any other work appropriate to the level and general nature of the post's duties. 19) To ensure that duties are undertaken with due regard and compliance with the Data Protection Act and other legislation, the Council's Equal Opportunities and Customer Care policies, the New Technology agreement and the legal requirements for anti-discriminatory practice within all practice. 20) To undertake all duties with due regard to the provisions of health and safety regulations and legislation, taking particular and reasonable care of one's health and safety, for the health and safety of all other persons, including clients, affected by their actions during their work and whilst on Council premises.
